Lou spots the cat and offers it pets; even if he is unhappy about the bird, he's not going to take it out on the cat. If it shows up later in the day, it will find a little dish of water and a small plate of fish purchased from the commissary. (He'll wait until the cat is gone to remove the bird and drop it off in Research because it feels rude to get rid of it while the cat is present.)
Despite the cat's intense stare and off-putting disposition, it welcomes the pets and at times leans into Lou's hand so heavily it seems in danger of falling over. Once the cat has had its fill of attention, it turns and slinks away to retrace whatever path allowed it to get up to third floor to begin with. It will never know that Lou intends to get rid of its gift and that's probably for the best.
While the water and the fish will both disappear, the cat comes and goes unseen, but happily spoiled.
